DEPARTMENT OVERVIEW
The Office of Ethics, Compliance and Audit Services (ECAS) is located at the systemwide University of California Office of the President (UCOP) and is an independent Regental office that is responsible for developing and administering the University of California's (UC) compliance and audit programs and thereby ensuring that the University is in compliance with professional standards; internal policies and procedures; and all applicable local, national and international laws and regulations. ECAS provides this support through three core lines of service: Audit Services, Compliance Services and Investigations Services. The Compliance team in ECAS covers general compliance areas and includes subject matter experts in Healthcare Compliance, Research Compliance, Export Control, and Privacy.
The Regents of the University of California established a UC-wide ethics and compliance program in 2006. The program's infrastructure includes a broad cross section of specific and shared risks and stakeholders from ten UC campuses, five medical centers and the Lawrence Berkeley National Laboratory. The Senior Vice President and Chief Compliance and Audit Officer (SVP/CCAO) is the Principal Officer of the Board of Regents of the University of California. The SVP provides communication and updates to the Regents through the Board's Compliance and Audit Committee, or the full Board if required.
POSITION SUMMARY
This role will cover a variety of compliance areas within the compliance team, such as Clery Act and campus privacy. In the area of Clery Act compliance for example, a compliance manager will coordinate campus compliance efforts, ensure the latest regulatory developments are incorporated into the updated campus procedures and sufficient to withstand regulatory action. Additionally, with the increase of pandemic-related healthcare regulatory matters, foreign influence and research-related issues, this position will support the other functional areas within ECAS' Compliance Section that are currently overwhelmed with overall increase in regulatory alerts (ex: in the area of clinical or research privacy and healthcare regulations), training requirements that are time sensitive, complex and require extensive coordination with other business units to ensure no penalties or loss of funding.
A successful candidate for this role should have outstanding written and verbal communication skills. It is important to demonstrate ability to communicate effectively with diverse stakeholders including senior leadership, faculty members and staff across campuses and medical centers. Ability to manage through conflict with excellent negotiation skills, and calm and steady demeanor in all settings is also valuable in this role.
Responsibilities 25%Facilitates campus peer groups or work on individual issues related to Clery Act compliance, Americans with Disabilities Act compliance (ADA), privacy compliance (e.g., HIPAA, IPA, FERPA), research and clinical research compliance, and other shared campus priorities. 25%Significant collaboration and engagement with UCOP and systemwide colleagues to develop consensus around regulatory compliance issues and strategies. The role requires diplomacy, adept change-management skills, and highly-developed listening skills to bring the concerns of the campuses to the forefront when addressing complex system-wide issues with significant impact. Topics may include security, integrity of information, conflict of interest, healthcare technology, privacy and research matters. May represent ECAS on systemwide committees. 10%Conducts research on novel or complex laws, regulations, and compliance issues, and in collaboration with colleagues may develop proposals, convene or participate on committees to implement critical coordinated response. Confers with Office of General Counsel and other UCOP and campus stakeholders to strategize and create plans for risk-based approaches to identified risks and to apply limited resources in the most effective manner. 10%Creates a variety of systemwide training materials to raise awareness about current or emergent issues, or briefings on a larger compliance area. 10%Creates relevant updates for the ECAS website and continuously update information posted. 10%Develops recommendations for policy revisions identifying the benefits and ramifications. May provide leadership in obtaining input from key constituencies through extensive campus and UCOP stakeholder feedback and consultation. 10%Keeps abreast of applicable regulatory environments (e.g., ADA, privacy, research compliance), industry and campus best practices, and University policy. Required Qualifications - Sound knowledge of the ethics and compliance profession, theories and systems of internal control, and professional compliance standards.
- Sound knowledge of and experience in at least one or several of the following areas of compliance - ADA, privacy, research, or clinical research compliance.
- Is able to identify and apply appropriate compliance requirements, policies, and practices in the completion of ethics and compliance assignments. Skills in critical decision making.
- Ability to extract, verify, compile and develop recommendations related to ethics and compliance programs, issues, policies and procedures.
- Excellent interpersonal and emotional intelligence skills to work in a highly collaborative environment within Ethics, Compliance and Audit Services, within the Compliance team, and with various UCOP colleagues.
- Advanced organization, self-motivating, and problem solving skills: works independently with all levels of University personnel, including management and faculty, and to facilitate agreement on issues and corrective actions.
- Ability to present complex issues in a clear and effective manner, verbally or in writing, to a variety of stakeholder groups both internally within UCOP, to campuses, and externally.
- Advanced writing skills: experienced in writing in a variety of formats to present relevant information and add value to the reader; ability to convey information in writing in a clear and concise style; find the best way to communicate complex and technical information, in a report, infographic, memo, or other formats, using graphics and different mediums to convey dense information.
Preferred Qualifications - Broad knowledge of University ethics and compliance policies, procedures and programs, familiarity with academic research environment and University's mission, knowledge of the complexity and variation amongst the campus locations and academic medical centers.
Education - Bachelor's degree in related area and / or equivalent experience / training.
License/Certifications - Professional certification(s) applicable to job responsibilities preferred.
