JOB SUMMARY The purpose of this position is to develop, direct and manage QHSE (Quality, Health, Safety and Environmental) programs relative to the project management (PjM) organization, in the Global GWS organization. The Global QHSE PjM Leader will oversee the Principal, Agency and Local projects portfolio. ESSENTIAL DUTIES AND RESPONSIBILITIES Directs and integrates the activities of multiple, major QHSE project operations in the Principal, Agency and Local segments of the PjM LOB; ensures that project efforts are generally cohesive, consistent, and effective in supporting the global QHSE mission, goals, and strategic plan. Develops and establishes policies, strategies, and operating objectives consistent with those of the QHSE organization to ensure efficient and effective implementation of major cross-discipline projects and/or projects tied to strategic priorities. Key to success will be displaying strong leadership and communication skills to develop the department including establishing robust controls to ensure high quality project delivery. Participates in and oversees the development, implementation, and maintenance of individual project objectives and short- and long-range plans; develops tracking and evaluation programs to assist in the accomplishment of established project goals and objectives. Manages with influence through the global PjM and QHSE organizations in a highly matrix environment with a diverse team of QHSE professionals. Monitors health and safety and environmental regulatory compliance within the account, market area, or geographical/contractual area of responsibility. Timely communicates all findings, concerns and deficiencies to the responsible management team and ensures that issues, concerns and deficiencies are corrected. Develops and implements strategic solutions that will support management's efforts to improve and maintain compliance as required. Reviews and oversees all work processes and conditions to ensure QHSE protective measures are optimized. Recommends preventative and improvement measures to ensure the enhancement of QHSE programs. Manages the working relationships between global PjM leadership, QHSE leadership, principle business and operational stakeholders, and high-level external constituencies. Executes appropriate and effective business communication through leadership, influence, guidance, progress updates and direct contribution in meetings, briefings, consultation forums, correspondence, monthly and ad-hoc reporting and other publications, as necessary and appropriate. Supports the QHSE aspects of new business through solutions development, participation in presentations and consultation meetings, bid and contract generation and review through to support during mobilisation and resourcing activities on contracts. Consults, coordinates, and serves as principal liaison with senior GWS leaders on strategic matters of policy, interdivisional interaction, and capital development, improvement, and management. Collaborates with leadership and administration to establish programmatic goals and priorities for business and technology solutions to meet individual components and LOB needs. Maintains currency of knowledge with respect to the QHSE strategic directions and plans, and relevant state-of-the-art systems and technology. Acts as an QHSE SME (Subject Matter Expert). Provides direct and timely counsel and information to management for the account, market area, or geographical region in matters pertaining to QHSE, compliance, trends, performance and concerns. Travel expectations: Global travel up to 25% Other duties may be assigned. SUPERVISORY RESPONSIBILITIES Manages the planning, organization, and controls for a major functional area or department. May be responsible for a mix of direct and matrix reports. Approves subordinate's recommendations for staff recruitment, selection, promotion, advancement, corrective action and termination. Effectively recommends same for direct reports to next level management for review and approval. Monitors appropriate staffing levels and reports on utilization and deployment of human resources. Leads and supports staff in areas of staffing, selection, training, development, coaching, mentoring, measuring, appraising and rewarding performance and retention. Leads by example and models behaviors that are consistent with the company's values. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. A minimum of 10 years of related experience (with a QHSE degree /certification), or a minimum of 15 years of related experience (in the absence of any of the above degrees / certification). Working knowledge of federal, state and local health and safety, and environmental regulations is required. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Understanding of the Project Management body of knowledge within GWS. Ability to analyze complex problems, interpret operational needs, and develop integrated, creative solutions. Demonstrated ability to successfully direct, coordinate, and strategically integrate multiple developmental, enhancement, and/or modification projects on a global level. Knowledge of current developments and trends in QHSE best practices, project management, and related technology. Ability to effectively manage a direct or matrixed, diverse team of technical managerial/supervisory, professional, and support staff. Knowledge and understanding of PjM/QHSE organization structure, workflow, and operating procedures. Skill in business and financial planning and management Experience working in any one or multiples of the following is essential: Project Management, Chemical processing and refining environments, manufacturing, food processing, pharmaceutical / biotechnology, construction, heavy industry, and facility maintenance and management. Experience working globally in a highly matrixed organization highly desirable. COMMUNICATION SKILLS Ability to comprehend, analyze, and interpret the most complex business documents. Ability to respond effectively to the most sensitive issues. Ability to write reports, manuals, speeches and articles using distinctive style. Ability to make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups. Ability to motivate and negotiate effectively with key employees, top management, and client groups to take desired action. FINANCIAL KNOWLEDGE Requires in-depth knowledge of financial terms and principles. Reviews complex financial/business analysis and reports prepared by subordinates. Ability to analyze the most complex business/financial data and develop innovative solutions. Develops and implements financial policies and procedures. Approves and oversees department budget. REASONING ABILITY Ability to solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions for a growing matrix-based multi-industry sales environment. Draws upon the analysis of others and makes recommendations that have a direct impact on the company. SCOPE OF RESPONSIBILITY Decisions made with in-depth understanding and interpretation of procedures, company policies and business practices to achieve complex results. Responsible for setting project, department and/or division deadlines. Errors in judgment may cause long-term impact to line of business and/or overall company.
