Current Need We are seeking a Contract Specialist, Federal Supply Schedule (FSS) This is a highly specialized role responsible for implementing and managing Federal Programs for McKesson Medical-Surgical Government Solutions. This includes all pre-award and contract management and administration activities associated with obtaining and managing Federal Programs such as the Federal Supply Schedule (FSS), General Service Administration Schedule (GSA), Electronic Medical Catalog (ECAT), Distribution and Pricing Agreements (DAPA) and any task orders thereunder. This is a critical role for the growth of our Federal Government Business and requires an experienced professional to own from cradle to grave. Key Responsibilities 1. Administration of GSA / VA FSS Schedules, ECAT & DAPA contracts to include - Serve as company point of contact with the Schedule Contracting Officer
- Ensure compliance with the Schedule contract terms and conditions especially the Price Reduction Clause
- Train internal stakeholders in proper use of the Schedule contract
- Maintain the Price List and ensure it is posted on GSA advantage
- Review, negotiate and process mandatory modifications to the Schedule Contract
- Maintain a digital certificate and utilize e mod and e offer systems for submitting offers or modifications
- Monitor commercial sales practices for changes affecting the Schedule contracts
- Prepare, submit and negotiate offers for the option periods
- Prepare submit and negotiate modifications adding or deleting services or products
- Ensure compliance with escalation provisions of the Schedule contract to include if necessary, the submission of price escalation proposals
- Prepare formal correspondence as required
- Maintain contract files
- Serve as point of contact for Contract Assistance Visits and other audits or reviews of the Schedule contract.
- Keep management informed of any issues relating to the Schedule contract
- Ensure compliance with sales reporting and Industrial Funding Fee payment requirements.
2. Task Order support to include; - Review the terms and conditions of task order RFPs and provide management with a risk assessment
- Work with Sales to prepare the cost / price volume for all task order proposals.in accordance with the requirements of the solicitation to include documentation of the SIN assignment and support for open market items
- Work with Sales and legal to negotiate BPAs with ordering agencies, task orders, teaming agreements, contractor teaming agreements, non-disclosure agreements, and subcontracts.
- Administer task orders in accordance with the terms and conditions of the task order and the Schedule contract
- Provide information on current status of Schedule contracts to internal stakeholders as required
- Attend task order internal and external status meetings
- Prepare formal correspondence as required
- Maintain task order files
3. Respond to and submit Federal Solicitation Responses to include the proposal support for Federal Programs to include pricing strategy, commercial sales practice, customer tracking and pricing disclosures. (100% initially and once approved, work moves to #1 and #2 above) 4. Maintain and update the Central Repository for all Federal Opportunities, Addendum's, Renewals and Expirations - Ensure compliance with documentation policies and procedures for Central Repository
- Maintain Shared Drive for all supporting documentation including Legal, SME and Sales Approvals
- Adhere to McKesson's Government Retention Policy for all documentation
- Periodic QC on Central Repository Database
5. Works collaboratively with all departments to increase our success with Federal Opportunities and supports internal initiatives to improve our value proposition in the Federal Government space. Critical Skills - Ability to work under pressure and meet deadlines

- Ability to lead meetings and cross-functional team through the implementation and on-going management process of the program
- Ability to analyze complex requirements/language and coordinate the activities of cross-functional teams to develop solutions and communicate MMS capabilities
- Experience negotiating detailed contract terms and conditions
- Advanced Microsoft Office Skills - Word, Excel and PowerPoint and experience with Adobe Acrobat
Additional Knowledge & Skills - In-depth Federal Government Proposal and Contracting Experience
- Experience successfully implementing and managing FSS or GSA schedules
- Healthcare Distribution Experience preferred
- Experience with DAPA, ECAP or Prime Vendor Agreement preferred
Additional Requirements Education/Training - BS/BA Degree in Business, Communication or Liberal Arts preferred
- Certified Federal Contract Manager preferred
Business Experience - 7 years+ of Federal Proposal/Contract Experience
- 3 years+ FSS/GSA Schedule Management
Working Conditions Environment - Office environment
- Role may require availability to attend virtual meetings after office hours
