TheRole: Lead, Compliance Officer for Monitoring and Controls

The Location: Centennial, Charlottesville or New York City
The Team: The position is within the Global Compliance & Control Department and will be based in New York or alternatively in Centennial or Charlottesville. The position is part of a team of 23 Compliance Officers who carry out preventive and detective controls, including conflicts management, compliance monitoring and surveillance and examinations. The team is global with members in the United States, United Kingdom, Mexico and India.
The Impact: S&P Global Ratings faces numerous risks - regulatory, legal, and reputational - from the point it sources and ingests data used in credit ratings activity, to the point it publicly disseminates data upon which market participants rely. The Compliance & Control Department seeks a data professional to identify, measure, and mitigate data-based risks.

As the Compliance Officer for Monitoring and Controls, you will be challenged to devise proactive compliance and risk mitigations for complex data management operations.
Be the Global Ratings Compliance & Control Department's SME for all things Data
Design, create and implement a data regulatory risk management and controls framework, to include identifying data touchpoints in regulations, defining associated regulatory risk, identifying control standards, and establishing a risk and compliance monitoring approach
Assess and render opinion on sufficiency of controls and integrity of end-to-end data operational processes for sourcing, transformation, quality assurance, and data dissemination and commercialization
Identify, measure and monitor data key risk indicators, including developing forensic analytics to identify at-risk data sets and disseminations
Design, create and implement a framework to test and validate adherence to quality standards across data sets used in regulatory disclosures and files, analytical assumptions, modeling inputs, publicly released data and monetized data
Design, create and implement a methodology to identify data that is critical to the Analytical Quality and Validation function and conduct data quality assessments for Compliance & Control users
Represent Compliance & Control Department viewpoint in error escalation forums when errors or error root cause is data-related
Support the establishment and/or enhancement of policies and procedures as well as their implementation having a nexus to data
Test and assess effectiveness of first-line controls and embedded technology controls in the entire end-to-end data processing cycle
Validate and critique the annual data control assessment report submitted by Data Organizations
Perform holistic review of error root causes and form opinion on effectiveness of remediations in meeting regulatory requirements
Oversee and advise on managing and mitigating conflict presented by data monetization and commercialization
Develop and execute program to test data privacy and protection in S&P Global Ratings systems and records
What We're Looking For:
Required technical expertise in data base structure and coding
Minimum of 6 years prior experience in data quality assurance, operations risk assessment, or as a data controller
Knowledge of internal control principles and ability to analyze and provide a credible assessment of the effectiveness of the internal control structure in a technical operational area
Bachelors Degree in related field or Professional Certification may substitute for 1 year equivalent experience
Working knowledge of credit markets and instruments
Understanding of role of rating agencies in the capital formation process and the impetus for a regulatory framework

Compensation/Benefits Information (US Applicants Only):
S&P Global states that the anticipated base salary range for this position is $100,800 to $209,300. Base salary ranges may vary by geographic location.
In addition to base compensation, this role is eligible for an annual incentive plan.
